Thailand Revises TIS 685 for Toy Safety

The standard for toy safety specifies the scope, prohibited materials, limits of chemicals, testing and analysis requirements, etc.

On March 25, 2022, Thailand’s Ministry of Industry issued on the Government Gazette1 the revised standard TIS 685-1:2562 (2019)for toys safety. It will come into force on September 22, 2022, replacing TIS 685 (1997).

The revised standard for toy safety specifies the scope, prohibited materials, limits of chemicals, testing and analysis requirements, etc. It applies to toys (including toy components and accessories) that are for children under the age of 14. Products including catapult, bow, kite, pointed dart, paintball gun, model vehicle, science experiment kit, fashion jewelry for children, etc. are not regulated by this standard.

The standard provides a list of materials that are prohibited to use in toys, including:

1.       Materials that expand abnormally with water (Tests must be carried out in accordance with TIS 685);

2.       Celluloid or other materials having the same flammability as celluloid, except for using as an ingredient in paints, glues, varnishes, table tennis ball or balls used for similar sports;

3.       Materials on the surface that can flash near a flame (flash effect);

4.       Flammable solids;

5.       Combustible gas, colloid and liquid;

6.       Substances that are heated or spontaneously ignite at room temperature;

7.       Substances that form flammable gases upon contacting with water or air, such as calcium carbide;

8.       Glass, except for glass beads or necessary components of toys for children more than 3 years old.

9.       Toxic or hazardous reagents and chemicals used to preserve wood according to the announcement of Ministry of Industry.

In addition, it specifies limits on heavy metals and phthalates. See details in below tables.
