On July 16, 2026, the UK government published The REACH (Amendment) (No. 2) Regulations 2026, officially extending the transitional registration deadlines under the UK REACH framework. The statutory instrument (SI 2026/849), which will enter into force on August 6, 2026, officially extends the transitional registration submission deadlines for chemical substances manufactured or imported into Great Britain to October 27 of 2029, 2030, and 2031.
Following the UK's departure from the European Union, the assimilated UK REACH regulation required businesses to submit full registration dossiers to the Health and Safety Executive (HSE) to maintain market access. Transitional provisions were initially established to allow companies to continue supplying existing chemicals while gathering the necessary data. The new amendment addresses industry concerns regarding the feasibility of the original data submission timetable, granting businesses extended periods to fulfill their regulatory obligations.
The primary regulatory change involves the amendment of Article 127P(4B) of the UK REACH Regulation. By redefining the "relevant post-IP completion period," the updated legislation extends the deadlines for submitting registration information under Articles 127B, 127L, and 127M. Based on substance tonnage and hazard profiles, the revised deadlines are now set for October 27 in 2029, 2030, and 2031. This extension also prolongs the period during which "protected transitional imports" can be lawfully made under Article 127E(2).
Furthermore, the statutory instrument amends Article 41(5) of the regulation, altering the internal deadlines for the HSE to conduct compliance checks. The mandate for the HSE to evaluate a minimum percentage of certain types of registration dossiers has been proportionally extended, shifting the target years from 2027, 2030, and 2035 to 2030, 2032, and 2036, respectively.
The statutory instrument applies to England, Wales, and Scotland. With the official implementation date set for August 6, 2026, affected manufacturers, importers, and Only Representatives (ORs) operating in the GB market should utilize the extended compliance windows to adjust their data-sharing and dossier submission strategies.
