Vietnam Promulgates New Decree on Narcotics and Precursors Lists

Vietnam’s new Decree No. 28/2026/ND-CP replaces earlier decrees to establish updated lists and classifications of narcotics and precursors.

On January 19, 2026, the Government of Vietnam issued and immediately implemented Decree No. 28/2026/ND-CP, establishing new "Lists of narcotics and precursors." This decree supersedes previous regulations, specifically Decree No. 57/2022/ND-CP and Decree No. 90/2024/ND-CP, to consolidate and update the regulatory framework regarding controlled substances.
