New Zealand Consults on Proposed Changes to Hazardous Substances Management System
On August 19th, 2019, the Ministry for the Environment[2] of New Zealand issued a public consultation[3] on proposed changes to New Zealand’s hazardous substances management system. MFE of New Zealand issued this consultation in order to make improvements on the assessment and reassessment process of new and existing hazardous substances and to encourage the introduction of beneficial and ‘greener’ substances.

South Korea to Ease Chemical Regulations to Offset Impact of Japanese Export Curbs
The trade friction between South Korea and Japan has attracted considerable attention and led many (click here[1] and here[2]) in the Korean media to question MoE’s chemical regulations including K-REACH[3]and CCA[4]. In response to Korean media’s criticism of K-REACH and CCA, the MoE has issued several official explanations reiterating its stance and urging the public not to blame chemical regulation for material localization issues (CL news, click here[6] and here[7]). However, to appease concerns, MoE will amend the implementation of some regulations to minimize industry losses during this difficult time. In July, the Deputy Prime Minister of South Korea Hong Nam-ki offered details on proposed reforms during the 3rd Ministerial Meeting on Japan’s Trade Curbs, stating that the government will ease new chemical registration for R&D purposes. Challenges and Strategies for Chemical Parks in China
China`s approximately 600 chemical parks are currently in a situation that at first glance seems quite enviable. As the government has mandated the relocation of chemical production into chemical parks and imposed tight deadlines, attractive chemical parks get a large number of enquiries from potential tenants. As a consequence, they can afford to be selective. On average, many accept only 30-40% of all applications, and this figure can go down to as low as 10% in specific locations. Some provinces have set up high entry barriers for allocating space in chemical parks, e.g., Shandong province asks for a minimum investment of 300 million RMB for production of hazardous chemicals.
