On Feb. 27th, China's Inventory of Hazardous Chemicals (2015) was jointly issued by 10 departments under the central government. It will take effect from May 1st, 2015 and replace the Catalogue of Hazardous Chemicals (2002) and Inventory of Chinese Highly Toxic Chemicals (2002). MOI released the notification on Sep 27, 2013, with 6 substances lists annexed. 6 different government authorities should be responsible for the 6 substances lists correspondingly:Department of Agriculture shall be responsible for control of hazardous substances in List 1, annexed to this Notification.Department of Fisheries shall be responsible for control of hazardous substances in List 2, annexed to this Notification.Department of Livestock Development shall be responsible for control of hazardous substances in List 3, annexed to this Notification.Food and Drug Administration shall be responsible for control of hazardous substances in List 4, annexed to this Notification.Department of Industrial Works shall be responsible for control of hazardous substances in List 5, annexed to this Notification.Department of Energy Business shall be responsible for control of hazardous substances in List 6, annexed to this Notification.Please note that duplicate substances in different lists do occur.

AQSIQ Announcement No. 30 of 2012: Announcement on Questions Regarding the Inspection on Imported and Exported Hazardous Chemicals and Their Packaging

On February 29th, 2012, the AQSIQ reiterated its compulsory requirements on the inspection of entry-exit hazardous chemical products and their packaging in Announcement No. 30 of 2012. The announcement further clarifies documents required of Customs Clearance for hazardous chemicals import/export and the specific inspection items. It is also attached with two samples of the Declaration of Conformity for importers and exporters.

Thailand - Notification of MOI Subject: Hazard Classification and Communication System of Hazardous Substances B.E. 2555 (2012)

Thailand adopted UN GHS with the release of the MOI Notification B.E. 2555 (2012). In consistent with the 3rd revision UN GHS, Thailand GHS also adopts 28 hazard categories. The implementation of GHS is a two-step action, with GHS taking effect on Mar 13, 2013 for single substances and Mar 13, 2017 for mixtures. DIW is the first authority to enforce GHS. Currently, only substances listed in the Annex 5 of MOI Notification B.E. 2556 is subject to the GHS-related obligations. It is expected that FDA will announce GHS soon, followed by other government authorities.In consistence with UN GHS 3rd revision, Thailand GHS adopted 28 hazard classes categories into physical hazards (16), health hazards (10) and environmental hazards (2).

China Inventory of Severely Restricted Toxic Chemicals (2020)

On December 30, 2019, the Chinese Ministry of Ecology and Environment (MEE), along with the Ministry of Commerce (MOFCOM) and the General Administration of Customs (GACC), jointly published the Inventory of Severely Restricted Toxic Chemicals (2020). Besides the Inventory, instructions were provided on the procedures for applying for notification of customs clearance for importing or exporting toxic chemicals. The Inventory took effect starting from January 1, 2020.

GB 28480 - 2012 Adornment- Provision for limit of baneful elements

This new compulsory standard applies to adornments (excluding gems) made of various kinds of materials, with children jewelry included in the scope. The Occupational Exposure Limits for Hazardous Agents in the Workplace(GBZ 2-2002) is revised into two parts, known as the GBZ 2.1-2007 (Part 1: Chemical hazardous agents) and the GBZ 2.2-2007 (Part 2: Physical agents), which have come into effect since November 1, 2007. The GBZ 2-2002 issued by the Ministry of the Health (MOH) on April 8, 2002 was abolished concurrently.
