In order to standardize the operation and testing practice of testing organizations, improve data accuracy and reliability required for the China New Chemical Substance Notification (China NCSN) and promote mutual recognition and the application of internationally accepted testing data, methods and management systems, the MEP published in its agency announcement 14 of 2009 a list of first seven appointed Chinese laboratories that are qualified to produce competent eco-toxicological data under China NCSN. These labs are:

1. Shanghai Academy of Public Measurement (上海市检测中心生物与安全检测实验室)

2. MEP-approved Key Laboratory for environmental evaluation and pollution control under Nanjing Institute of Environmental Science (环境保护部南京环境科学研究所国家环境保护农药环境评价与污染控制重点实验室)

3. Shenyang Research Institute of Chemical Industry (沈阳化工研究院安全评价中心 化学工业农药安全评价质量监督检验中心)

4. Shanghai Academy of Environmental Sciences (上海市环境科学研究院环境检测实验室)

5. MEP-approved Key Laboratory of Ecological Effect and Risk Assessment of Chemicals under Chinese Research Academy of Environmental Sciences (中国环境科学研究院国家环境保护化学品生态效应与风险评估重点实验室)

6. Institute of Pesticide and Environmental Toxicology under Zhejiang University (浙江大学农药与环境毒理研究所)

7. Guangdong Detection Center of Microbiology (广东省微生物分析检测中心)

Before the publication, the seven labs had passed through the on-site examination and blind sample tests given by organized delegates of the MEP. The evaluation work was conducted according to a MEP Notice 22 of 2008 on inspecting China NCSN chemical testing organizations and based on China’s specific industry technical standard on chemical testing GLP called HJ/T 155-2004.

The Announcement 14 of 2009 also stated that listed testing bodies should submit the MEP an annual report in each December and accept regular or random inspections from the agency.

In 2010, MEP announced two additional accredited labs for China NCSN accepted eco-tox test data: Shanghai Research Institute of Chemical Industry Testing Center (上海化工研究院检测中心) and Guizhou Research Center of Physical Test and Chemical Analysis (贵州省理化测试分析研究中心).
