According to “Administrative Measures on Inspection and Supervision of Imported Coating”, the coating importers need a license issued by the Inspection and quarantine organizations. AQSIQ should designate specific testing laboratories and registration/filing agencies for the imported coating. The testing laboratories should be responsible for the compulsory testing items of imported coating and issuing specific testing report in accordance with requirements of technical regulations. The filing agencies should take the responsibility to accept the filing applications from imported coating and confirm specific testing results as well as other related affairs. Inspection and quarantine organizations should sign and issue Coating Import License for imported coating that have passed the inspections. In this article, the Practical Guidance of the Coating Import License is shared.

What Materials should be Provided to Apply for the Coating Import License?
Imported Coating Registration and Filing Application Form (refer to Annex 2).
Photocopy of Business License of Enterprise’s Legal Person of the filing applicant (with seal), as well as photocopy of Business License of Enterprise’s Legal Person of sub-packaging supplier (with seal) if imported coatings need sub-packaging.
Manufacturer’s statement of imported coating, declaring that the contents of hazardous substance contained in its products conform to the requirements of technical specifications of P.R.China.
Relevant materials, including basic ingredients, brand, type, place of origin, appearance, label and mark, sub-packaging supplier and its location, as well as label of sub-packaged product, etc. (the Chinese text should prevail).
