Korea MoE issued a notice on 7 Oct officially setting the deadline for new chemical registration dossier submission. In consideration of the fact that the processing period for new chemical registration under TCCA is 60 days, Korea MoE requires completed dossier to be submitted before 22 Oct in order to give NIER enough time to complete dossier review work before K-REACH kicks in on 1 Jan 2015.
If the deadline is missed due to data supplementation request by NIER and registration under TCCA is not completed by 31 Dec 2014, the new chemical substances must be re-registered under K-REACH, which is more complicated and costly.
Registration exemption application (exemption of hazard examination) under TCCA should be submitted to KCMA. KCMA has yet to publicly announce any deadline for exemption application although the application process is comparatively fast taking just 3 days.
According to KCMA, there has been a significant increase in the number of applications for new chemical registration or exemption under TCCA, and both NIER and KCMA have been working at capacity. K-REACH stipulates that during the transitional period between TCCA and K-REACH that all registered new chemical substances under TCCA do not need to be registered again under K-REACH. Additionally any exemption confirmation of hazard examination received pursuant to TCCA before the enforcement of K-REACH is also valid under K-REACH. With the obvious differences in financial and regulatory requirements between TCCA and K-REACH it is no wonder that companies have been rushing to finish their registration or exemption applications under TCCA over the past several months.
