77 Industrial Products Subject to Priority Supervision

China’s State Council published the Quality Development Scheme (2011-2020) in Feb 2012 and raised the requirements to improve quality in three aspects: product quality, engineering projects quality, and service quality. In regards to product quality, a catalogue of priority supervision products was demanded to be established by the Scheme. The Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) was designated as the competent authority and issued the Catalogue of Industrial Products Subject to Priority Quality Supervision every year since 2012.

On Apr 1st, 2018, the newly established State Administration of Market Regulation (SAMR) published the Catalogue of Industrial Products Subject to Priority Quality Supervision (2018), as SAMR has taken on the responsibilities of former AQSIQ. The Catalogue contains over 400 products in multiple industries. 77 chemical industry products were listed, including various kinds of coatings, petrochemical products, industrial gases, and some hazardous chemicals, etc.

The Catalogue specified some management requirements and information of these products, such as requirements relating to production license, compulsory product certificate, phase out, positive compliance rate during spot check, or whether it was regulated by compulsory national standards, etc.

Local market supervision authorities were required to set the supervision of these products as their priority tasks. The whole document can be downloaded here.
