K-REACH Designates 510 Chemicals as Priority Existing Chemicals Subject to Registration

The final list of 510 priority existing chemical substances (PECs) was officially announced by MoE (Announcement No. 2015-92) on 1 July of 2015. After this date individuals and companies will have three years to register the listed PEC substances. This is only the first batch of PECs. The second batch will be announced in 2018 and the third batch is expected to be announced in 2021.

The public consultation on the 518 proposed PEC substances ended on 30 April (ChemLinked news). Compared with the draft version, 1 substance was newly added into final list, in addition 6 substances were deleted and 3 substances were consolidated into other corresponding entries. The updates are specified as below.

PEC substances manufactured/imported at 1ton or more per annum should complete joint registration by 30 June 2018. A three year grace period will be granted for dossier submission. However, considering the consortium formation, data gap analysis, data purchasing, cost sharing, etc. will require a considerable time investment, the three year grace period might not be long enough.

So far, most of the K-REACH joint submission pilot projects (ChemLinked news) (supposed to run from Sep 2014 to Jul 2015) will be placed on further hold for at least another 2 months. Only one pilot substance was ready for dossier submission, namely Hydrogen bromide (entry No. 368 of the final list). It is highly recommended that all potential registrants form consortiums as soon as possible however the SIEF-like IT platform hasn’t been finalized and there is still inadequate infrastructure in place to support any joint registration efforts.
