China Introduces Guidance Framework for Environmental Risk Assessment of Chemicals

On Aug 26, 2019, China’s MEE and NHC (National Health Commission) jointly signed the Framework Guide for Technology Methods for Environmental Risk Assessment of Chemical Substances (Trial) (heretheaafter referred to as the Guide) which was posted on the website on Sept 3. The Guide serves as the supporting document for the Environmental Risk Assessment and Control Regulation for Chemical Substances.

Updates on China's IECSC Supplementation

China’s Ministry of Ecology and Environment (MEE) reopened the supplementation of China’s Inventory of Existing Chemical Substances (IECSC) on June 21, 2019. Manufacturers, importers, users of chemicals, industrial associations, etc. should submit their applications and relevant evidence to the MEE and apply for IECSC supplementation before Sept 30, 2019.

China Issues Guidance Framework for Environmental Risk Assessment of Chemicals

On 3rd September, 2019, China Ministry of Ecology and Environment (MEE) issued a notice to publish the Framework Guide to the Technology Methods of Environmental Risk Assessment for Chemical Substances (Trial), which is an important supporting document for Environmental Risk Assessment and Control Regulation for Chemical Substances. This Guide specifies the basic framework for risk assessment, and clarifies the basic points, technical requirements, and report preparation as well. It is worthy noticing that the Guide applies to environmental risk assessments of different exposure pathways for the normal production and use of a single chemical substance, and does not apply to risk assessment under accidental exposure conditions.

China May Approve Amendments to New Chemical Management by October 2020

500 public comments have already been received regarding the draft revision of the Measures for the Environmental Management of New Chemical Substances (MEP Order 7, hereafter referred to as the Measures). During REACH24H’s Chemical Regulatory Annual Conference (CRAC 2019) in Xi’an on Sep 2nd, Ms. Hongying Liu from China’s Solid Waste and Chemicals Management Center (SCC) under the Ministry of Ecology and Environment (MEE) confirmed that regulators have increased their rate of analysis on all the comments received during the public feedback period. She also mentioned that the guidance and relevant registration forms are on the agenda to be updated to align with the revised Measures.

China Notifies WTO of Two Draft Revisions Related to China REACH

MEP Order 7: Draft Revision of China’s New Chemical Management System Unveiled
Jul 11, 2019
The draft amendments of MEP Order 7 were issued for public consultation. Exemptions are offered to small volume new substances imported or manufactured in volumes under 100kg a year. The draft included amendments of registration types, approval criteria, post-registration management and supervision, etc.

China Opens IECSC Supplementation

China’s Ministry of Ecology and Environment (MEE) has reopened the supplementation of China’s Inventory of Existing Chemical Substances (IECSC). The scope of this new round of IECSC supplementation is the same as the last one, i.e. only substances manufactured or imported into China before Oct 15th, 2003 would be eligible.

China MEE Issues Registration Certificates for New Chemical Substances

China New Chemical Scientific Research Record Notification Statistics in 2018

MEE promulgated 1594 scientific research record notifications of new chemical substances in two batches on Jan 24[1] and Feb 11, 2019[2]. Together with the data published on regular notifications and simplified notifications[3] updated on Jan 3rd,2019, the statistics of China new chemical substance notifications in 2019 are now fully publicized.

Industry Concerns over China’s Draft Regulation on Chemical Assessment and Control

China is to adopt a regulation on chemical environmental risk assessment and control similar to Canada CEPA, U.S. TSCA and Japan CSCL, rather than a REACH-like regulation. The industry welcomes changes to new chemical management. For annual reporting, the proposed frequency of reporting and the objects are the subject of heated debate. The industry calls for stakeholder engagement, public awareness and transparency.
