China MEE Issues Registration Certificates for New Chemical Substances

Recently, China’s Ministry of Ecology and Environment (MEE) issued the first batch of new chemical regular notifications (click here) and the second batch of simplified notifications (click here) that have been approved in 2019. Registration certificates have been formally issued to the companies.

Ten regular notifications have been approved, of which six are general regular notifications, two are repeated notifications, one is re-notification for increased tonnage band and the other one is joint re-notification for increased tonnage band.

In addition, nine applications for the modification of registration certificate information have been approved, involving modification of the name of notifying company/certificate holder and the amount of manufacture/import. 

As for the simplified notification, 99 notifications have been approved. The details are specified below.

According to the new draft Regulation on Chemical Substance Environmental Risk Assessment and Control, measures for reducing the industry's burden on new chemical management were drafted. Only new substances manufactured or imported at or above 1 ton/year require registration, while the others will be subject to simple filing or direct exemption (CL news). The above mentioned simplified notification will be replaced by a filing system.
