Speaking at ChemCon held in Philadelphia on March 5, 2020, Caroline Li from ExxonMobil Asia Pacific Pte. Ltd mentioned Thailand's chemical management work plan for the next few years. Details were also offered on the notification requirements for hazardous substances in List 5.6 and planned to phase-out some plastic products.
Thailand issued the 20-year National Strategic Plan (2018-2037) and the National Strategic Plan on Chemical Management (2019-2037). For the next five years, Thailand will focus on its 5-year Action Plan on Chemical Management (2019-2022). This five-year plan clarifies priority targets, including the finalization of the Chemical Substances Act Development, National Chemical Agency, Information Centre, and National Chemical Inventory.
Two drafts of the Chemical Substance Act [1] were published in 2019. The new Act will cover all chemicals (substances and mixtures, exclude articles), allocate the chemicals into three control lists, and manage them through their life cycle. The management for new chemicals and existing chemicals will also initiate after the National Chemical Inventory is complete. To protect human health and environment, and promote sustainable development, these actions are also proposed in the Act, including prevention, risk assessment, risk communication, extended producer responsibility, and encouraging industry to participate. Thailand requires the notification of chemicals in Hazardous Substance List 5.6 since 2015. Chemicals in List 5.6 are chemicals have classifications such as explosives, flammable substance, oxidizing agent or peroxide, etc. The review focuses on interpreting some confusion regarding the regulations, and the target to allocate the assessed chemicals into existing Types 1, 2, 3, 4 control groups.
Thailand is planning to several phase-out kinds of plastic products and initiates a three-step plan. According to the plan, plastic bags thinner than 36 microns and food packaging from PS foam will be banned by 2022, and the disposable plastic cup and plastic straws will be banned by 2025.
