On July 7, 2021, the Chinese Ministry of Ecology and Environment (MEE) issued a notice[1] consulting on the “14th Five-Year Plan” (2021-2025) for National Work Plan for the Assessment of Standardized Environmental Management of Hazardous Waste[2] (hereafter referred to as the Plan). The consultation will end on July 19.
In recent years, the central government have attached great importance to the prevention and control of hazardous waste pollution, and made a series of decisions and deployments to strengthen the collection and treatment of hazardous waste and medical waste. On April 29, 2020, China approved the revision to the Law of the People’s Republic of China on the Prevention and Control of Solid Waste Pollution[3], introducing new requirements for hazardous waste management plan system, ledger and declaration system, operating permit system, etc. On May 11, 2021, the State Council issued the Reform Implementation Plan for Hazardous Waste Management Supervision and Utilization Capacity[4], which requires to promote the standardization of hazardous waste management. Thus, the Plan was drafted to further strengthen the environmental supervision of hazardous waste.
The formulation of the Plan was initialized in 2020 and earlier this year, the first draft of the Plan was developed through the collection of opinions from the department of ecology and environment of some provinces and large hazardous waste generating and operating units and industry associations. Based on the “13th Five-Year Plan” (2016-2020) for National Work Plan for the Supervision and Assessment of Standardized Environmental Management of Hazardous Waste[5] and Index System of Standardized Management of Hazardous Waste[6], the Plan has been modified and improved mainly in the following aspects:
1. The main body of the work plan, including ways and means, assessment focus, and assessment results grading application;
2. Evaluation index of ecological environment departments;
3. Evaluation index of industrial hazardous waste generating units;
4. Evaluation index of hazardous waste management units
