China MEE Promotes the Informatization of Hazardous Waste Environmental Management

Annual report and declaration are required to complete on the national online system from 2021, as well as the operation of the hazardous waste transfer sheet and approval of hazardous waste export.

On December 31st, 2020, the China Ministry of Ecology and Environment (MEE) issued a draft Notice on Promoting the Informatization of Hazardous Waste Environmental Management [1], aiming to accelerate the improvement of the informatization management of hazardous waste, and enable enterprises to more conveniently respond to the requirements of the new Act on Solid Waste (ChemLinked News [2]).

The Notice is divided into three parts, shown as followings:

  • The first part of the Notice puts forward work objectives, requiring all localities to fully apply the national solid waste management information system, and orderly promote the monitoring and information traceability of the entire process of hazardous waste generation, collection, storage, transfer, utilization, and disposal.

  • The second part of the Notice puts forward specific requirements for the four aspects of information-based environmental management, including the declaration of hazardous waste generation, the operation of the hazardous waste transfer sheet, the annual report of the unit holding a hazardous waste license, and the approval of hazardous waste export.

  • The third part of the Notice puts forward specific requirements from three aspects: strengthening the main responsibility of the enterprise, improving the application and connection of information systems, and enhancing the technical support of information technology.

Starting from 2021, units that actually generated 10 tons or more of hazardous waste in the previous year should declare the type, volume, flow, storage, and disposal of hazardous waste in the previous year through the solid waste management information system before March 31 of each year and record the hazardous waste management plan. Units holding hazardous waste permits shall submit relevant information about the collection, storage, utilization, and disposal of hazardous wastes in the previous year through the solid waste management information system before March 31 each year. Besides the declaration of hazardous waste generation and the annual report, the operation of the hazardous waste transfer sheet and approval of hazardous waste export can all be completed on the online system, stakeholders shall register at first.
