China Further Promotes the Informatization of Hazardous Waste Environmental Management

Companies generating hazardous waste shall declare and report regularly.

On June 17, 2022, China’s Ministry of Ecology and Environment (MEE) issued the Notice on Further Promoting the Informatization of Hazardous Waste Environmental Management (hereinafter referred to as the Notice), aiming to further improve the informatization management of hazardous waste, and provide enterprises with more convenient information services.

The Notice is divided into three parts, shown as followings:

  • The first part of the Notice puts forward specific requirements for the information-based environmental management of hazardous waste, including the online declaration of hazardous waste information, the unified management of hazardous waste transfer sheet, the paperless operation of hazardous waste inter-provincial transportation, the online report on centralized utilization and disposal of hazardous wastes, and the online declaration of hazardous waste export etc.

  • The second part of the Notice puts forward measures to promote the intelligent level of environmental supervision of hazardous wastes, including the implementation of a new mode of hazardous waste Internet of Things supervision, the construction of online trading platform and third-party payment system for hazardous wastes, and the deepening of the pilot work of collecting and transferring of waste lead-acid batteries.

  • The third part of the Notice puts forward requirements for the application of national information systems, including data docking, data submission, data analysis, etc.

Units generating hazardous wastes shall declare the type, quantity, flow direction, storage, and disposal of hazardous waste through the national solid waste management information system on a regular basis. This is a major amendment compared to the Notice on Promoting the Informatization of Hazardous Waste Environmental Management issued by MEE on December 31, 2020, which only required units that generated 10 tons or more of hazardous waste in the previous year to declare (ChemLinked News).
