The NDSL is published and maintained by the Environment since 1995 in accordance with the United Stated Environmental Protection Agency’s (USEPA) Toxic Substances Control Act (TSCA) Chemical Substances Inventory for 1985 which consisted of over 58,000 entries. In comparison to the Canada Domestic Substances List (DSL), the NDSL listed substances are subject to looser requirements.

The amendments have become effective since their publication in the Canada Gazette on 20 Jul 2013.
