China Adds 4 Types of Phthalates under RoHS Control

Four types of phthalates including DIBP, DBP, BBP and DEHP are added as restricted substances.

On June 29, 2024, China's State Administration of Market Regulation (SAMR) officially approved the First Amendment of RoHS standard, namely GB/T 26572- 2011 Requirements of Concentration Limits for Certain Restricted Substances in Electrical and Electronic Products. 

The Amendment mainly introduces 4 types of phthalates regulated under China RoHS. This update will help align China RoHS with the global RoHS Regulations. The new phthalates restriction is set to take effect from January 1, 2026.  

As stipulated, restricted substances regulated under China RoHS and their corresponding concentration limits are listed below (newly added ones highlighted in yellow):

Benzyl butyl phthalate (BBP)

≤ 0.1%

Bis(2-ethylhexyl) phthalate (DEHP)

≤ 0.1%

In addition, GB/T 39560 Determination of certain substances in electrotechnical products (all parts) replaces the GB/T 26125-2011 as the testing method for the determination of the content of restricted substances in each test unit disassembled from the electrical and electronic product. 

Accordingly, for compliance determination rules specified in Table 2 of Chapter 5, the Hexavalent chromium [Cr(VI)] should be detected in accordance with GB/T 39560.701. 

Other amendment includes:

  • Application scope as adjusted with the addition of 4 phthalates;

  • Normative reference document as adjusted with the new testing standard.

In the meantime, the revision of SJ/T 11364-2014 Marking for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Product is also underway and is expected to be released before 2026.
