China Announces National Standardization Plan for Carbon Peaking and Neutralization in Energy Sector

An energy standard system can effectively support and lead green and low-carbon energy transformation.

On October 9, 2022, National Energy Administration (NEA) released the Action Plan for Improving Standardization of Carbon Peaking and Neutralization in the Energy Sector (hereinafter referred to as the Action Plan). The Action Plan came as China strives to attain carbon peaking by 2030 and carbon neutralization by 2060.

Serving as a guideline for the nation’s carbon reduction target, the Action Plan stated that a well-established energy standard system can effectively support and lead the green and low-carbon transformation of energy. The energy standards will be further improved and transformed from a quantitative scale to focusing on quality and efficiency.

Six key tasks are deployed in the plan:

1. Promote the standardization of non-fossil energy. It is proposed to improve standard systems for photovoltaic, wind power, hydropower, pumped-storage hydropower and nuclear power, etc. The authorities will formulate and revise standards on the comprehensive utilization of various renewable energy resources.


2. Build a new electric power standard system. To support the construction of main power networks and inter-provincial transmission channels, the authorities will further improve the construction of the UHV AC and DC standard system. Adaptive standards for the development and application of power demand-side resources will be formulated to effectively enhance the electric system’s ability to allocate resources. 


3. Improve new energy-saving technology standards. The authorities will improve the safety design and acceptance testing standards of access grid systems and develop relevant standards based on innovation and application scenarios of new energy-saving technology.


4. Improve hydrogen technology standards. The government is expected to develop technical standards for production, storage, transportation and refueling of hydrogen, diversified applications of hydrogen energy and establish basic standards on the quality, detection and evaluation of hydrogen energy. 


5. Enhance standards related to energy efficiency. The authorities will lead the formulation and revision of relevant standards for the green and efficient production, transformation and utilization of coal, oil and natural gas. In addition, it is required to improve the energy efficiency standards of electric power transmission and accelerate the construction of a comprehensive energy service standard system and the development of basic standards.


6. Optimize carbon reduction standards of energy industry chains. To coordinate with the national standard, local authorities are required to establish standardized management, top-level design and standard system for carbon emission reduction in the energy sector. Specifically, the authorities are responsible for the research and development of standards on carbon footprint calculation, carbon emission calculation, carbon reduction quantitative assessment and control and monitoring of pollution abatement and carbon reduction, etc. It is also proposed to formulate and revise the standard system on technologies related to carbon dioxide capture, utilization and storage (CCUS) and digitalization of energy industry chains.
