China Consults on Revision of International Road Transport Regulations


On May 13, 2022, China’s Ministry of Transport (MOT) issued a notice[1] seeking public comments on the draft amendments of the Regulations on the Management of International Road Transport. The consultation will end on June 13, 2022.

The existing Regulations has been a centerpiece regulation in the administration of international road transport since June 1, 2005. In recent years, Chinese government decided to promote reforms on government administration and services to create better business environment, therefore the revision was drafted to optimize the management of international road transport.

Highlights in the proposed revision are as below:

  • Adding procedures and requirements for filing of international road transport operations, as well as legal liabilities for failure to file in accordance with regulations.

  • Adding requirements for training of employees on laws and regulations about international road transport and foreign affairs.

  • Adding requirements for drivers to obtain corresponding certificate for passenger and freight transport, and for dangerous good transport.

  • Canceling requirements for foreign operators to establish representative offices in China.

  • Simplifying materials needed for applying business licenses.

  • Adding the "International Road Transport Freight Transport Operation Record Form", and specifying that the "International Road Transport Nationality Identification Mark" shall be implemented in accordance with the national standard GB/T 24419
