China Consults on the Second Revision of Vehicle Mark for Road Transportation of Dangerous Goods

The size of slot-type rectangular signs should be at most 2mm less than the specified size; the substrate surface of rectangular signs should be covered with a reflective film that meets the requirements of GA 666-2018.

On September 14, 2021, the MoT[1] released the second draft revision of GB 13392-2005 Vehicle Mark for Road Transportation Dangerous Goods for public comments. The deadline for submitting comments is September 30, 2021.

The first draft revision[2] was released in September 2020 and a total of 134 comments were collected, of which 64 comments were adopted, 28 were partially adopted, and 42 were rejected.

The followings are the main changes:

1. Terms and definitions

In the first draft, a newly added chapter defined two terms of "vehicle mark for dangerous goods" and "affixed". However, the term "affixed" was deleted in the second draft, and another two terms of "environmentally hazardous substance" and "elevated temperature substance" were added.

2. Signs classification, appearance and size

In the first draft, vehicle signs were divided into two categories: signs and marks. However, the second draft adopted three categories: rectangular signs, diamond signs and special signs. Special signs include environmentally hazardous substance marks and high-temperature substance marks.

  • Rectangular signs

In the first draft, rectangular signs were divided into standard size and reduced size. It was stipulated that except for slot-type rectangular signs, the size of other types of rectangular signs shall float within ±10%. In the second draft, it was stipulated that the size of slot-type rectangular signs should be at most 2mm less than the specified size. Besides, the substrate material of the rectangular sign should be a steel plate that meets the requirements of GB/T 20878 and has a melting point greater than 900°C, or other materials with the same performance. The surface of the substrate should be covered with a reflective film that meets the requirements of GA 666-2018 (the photometric performance and chromaticity performance should meet the requirements of 5.3 and 5.4). Related trials have also been adjusted accordingly.

  • Diamond signs

The classification and size, color and pattern of diamond signs were adjusted in the first draft,which were further revised in the second draft.

3. Requirements for the management and installation location of signs

The second draft specified that the signs should be installed and fixed in the specified position of the vehicle, clearly and eye-catching. Installation methods include pasting, fixing with bolts or rivets, slotting, page turning, etc.

For vehicles transporting dangerous goods (except for radioactive dangerous goods), the marking requirements shall comply with the provisions of Appendix C. For the schematic diagram of the marking positions, see Appendix D.

In addition, a new Appendix A (normative) Hazard Identification Number was added in the second draft. Appendix A (normative) Diamond Sign Graphic in the first draft was amended as Appendix B (normative) Diamond Sign and Special Sign Graphic in the second draft, which added the Chinese marks of the diamond signs and marking graphics.
