From April 20, 2018, onwards, new enterprises can obtain a qualification for both custom declaration and customs inspection after they register with Customs. This is a follow-up to the state council reform which transferred the responsibilities previously assigned to AQSIQ (and provincial CIQs) to the General Administration of Customs.
According to NO.28 Announcement of the Customs, registration of commodity inspection and registration of customs declaration shall be consolidated to customs declarant registration. Unregistered enterprises can access the online single window to register with Customs. If successful, they will be granted a dual qualification for customs declaration and customs inspection.
For enterprises that have previously registered with the customs and CIQ, their qualifications still remain valid.
For those who only obtained one qualification from either authority, they can supplement documents through the online single window to apply for dual qualification from 1st of June 2018 onwards.
