On Aug 28th, 2018, Shanghai Customs started using a new management system for customs inspection and clearance. Initially, it is expected that inspection and examination will be more difficult for enterprise, but after initial teething problems are overcome and industry has familiarized itself with the system it is expected that overall efficiency (as measured by clearance times) will improve.

The new inspection system allows the inspectors to verify documentation, photograph evidence, input results, take signatures, etc. all using mobile terminals without any paper work. But enterprises are still concerned about some extra requirements:
Devanning requirements. A container would be divided into 18 sections (two layers of 3×3); the custom staff will randomly select a section for devanning. The process will be photographed.
Inspection requirements. All products declared would be subject to inspection. The inspector will take photos of every type of products regardless of the product amount and upload them. The photos and products will be matched with each other on the system.
Re-examination requirements. When the inspection by custom staff is completed, the new system will arrange another round of random inspection on the containers.
We can expect both custom staff and industry to struggle with the system initially. We recommend enterprise to declare product names, specifications, amount, and other information truthfully and prepare for additional documentation/information requirements in advance, such as recording the detailed content of containers, and the original copy of the declaration. If one declaration sheet contains a lot of product names, it is recommended to leave a small amount of each product at the container door to facilitate inspection by customs officials.
