China Designates Hazardous Chemicals Prohibited from Inland Waterway Transport

Article 54, State Council Decree 591 (2011), prohibits the transport of highly toxic chemicals and other specified hazardous chemicals on domestic inland rivers or enclosed waters. On July 2nd, 2015, the List of Hazardous Chemicals Prohibited from Inland Waterway Transport (2015 Trial Version) was jointly issued by the Ministry of Transport (MOT), Ministry of Environmental Protection (MEP), Ministry of Industry and Information Technology (MIIT) and the State Administration of Work Safety (SAWS) and took effect immediately.

The list is a subgroup of the Inventory of Hazardous Chemicals (2015) containing all the 148 “highly toxic chemicals” specified by the Inventory and 160 other hazardous chemicals. Chinese name, alias, CAS registry number and UN number are provided for each entry.

To meet the actual needs for waterway transport safety management, the 4 competent authorities will review and adjust the list from time to time.
