China Releases 2019 List of Hazardous Chemicals Prohibited from Inland Waterway Transport

In late May 2019, the Ministry of Transport (MOT), Ministry of Ecology and Environment (MEE), Ministry of Industry and Information Technology (MIIT), and the Ministry of Emergency Management (MEM) jointly issued the List of Hazardous Chemicals Prohibited from Inland Waterway Transport (2019). [1] The newly revised list took effect immediately upon its release, and the 2015 version was abrogated at the same time.

The 2015 list was basically a subgroup of the Inventory of Hazardous Chemicals (2015), simply containing all the 148 “highly toxic chemicals” specified by the Inventory and 160 other hazardous chemicals. By contrast, the 2019 list is divided into two parts, containing 228 chemical substances which are prohibited from being transported on inland waterways by any means and in any form, and 85 substances which are prohibited from being transported on inland waterways in bulk.

In addition to information like “Product name”, “Alias”, “CAS registry number”, and “UN number” provided for each entry, the new list also specifies the official number of each substance in the Inventory of Hazardous Chemicals (2015) and Proper Shipping Names (in Chinese) of certain substances as stipulated in the International Maritime Dangerous Goods (IMDG) Code.
