On June 1st, 2021, the General Administration of Customs, P. R. China (China GAC) issued a notice [1] to publish the Announcement on the Adjustment to the Catalogue of Import and Export Commodities that Must Be Inspected (Notice No.39 of 2021). The adjustment was made in accordance with the Law of the People’s Republic of China on Import and Export Commodity Inspection and its Implementation Regulations and will enter into effect on June 10th, 2021.
According to the Notice and the annexed Adjustment List, the import commodity inspections for 234 kinds of commodities are canceled. While for other 8 and 24 kinds of commodities, the import or export commodity inspections are newly required respectively. Details are shown as follows:
The custom supervision condition "A" will be canceled for the 10-digit HS code of 234 kinds of commodities involving mechanical and electrical products, metal materials, chemicals, and artificial ornaments. For these commodities, the customs will no longer implement import commodity inspections.
The custom supervision condition "A" is added for the 10-digit HS codes of 8 kinds of commodities involving imported recycled raw materials. For these commodities, the customs will conduct import commodity inspections.
The customs supervision condition "B" is added for the 10-digit HS codes of 24 kinds of commodities involving exported billets and pig iron. For these commodities, the customs shall conduct export commodity inspections.
As above, the custom supervision condition “A” and “B” refers to the requirement of import or export commodity inspection for related commodities respectively. For such commodities, they must pass corresponding inspection and quarantine and obtain the inbound/outbound cargo clearance form before import or export.
