China Implements New Standards for Children’s Products

Concentration limits are stipulated for controlled substances used in children’s products.

China has issued two product standards, GB/T 41002-2022 General Specification for Children's Case and Bag and FZ/T 08002-2022 Textile Products for Newborns. Both standards came into effect on October 1, 2022. 

GB/T 41002-2022

The documents mainly covered the product categorization, technical requirements, test methods, labelling, packaging, transport, and storage of case and bags for children. As stipulated, case and bags are divided into three categories according to the user's age:

  • Category I- case and bags for infants under 36 months;

  • Category II-case and bags for children above 36 months but under 6 years old;

  • Category III-case and bags for children between 6-14 years old.

In particular, the standard specified the concentration limit of controlled substances in corresponding categories of case and bags. Content of lead and cadmium in Category I should be in accordance with Class A requirements* in GB 31701 Safety Technical Code for Infants and Children Textile Products, content of formaldehyde in Category II and III should be in accordance with Class B requirements in GB 18401 National  General Safety Technical Code for Textile Products. FZ/T 08002-2022

The documents mainly covered the specification, test methods, packaging, transport and storage of textile products for newborns.

As defined, a newborn refers to the baby from the time of umbilical cord ligation to 28 days of birth. Textile products refers to products suitable for newborns to wear or use, including clothing, socks, hats, bellybands, gloves, towels, wraps, sleeping bags, bedding, etc.

The standard specified the concentration limit of controlled substances used in textiles for newborns. Content of phthalates, lead and cadmium should be in accordance with Class A requirements in GB 31701. Details are shown as below:
