China to Issue New Children’s Products National Standards

China will draft new Children’s products national standards including chemical substance migration standards and product warning/disclaimer standards.

On 31st May, Children's Day Eve in China, China State Administration for Market Regulation released a notice [1] outlining China’s plans to issue a number of new national standards, some of which will affect children’s products, including stationery and toys. Two new national standards were briefly described in the notice.

One is the Stationery Safety Sign National Standard. There are many types of safety signs for stationery products, however these signs are now commonly misused. To solve these problems, this standard specifies the use, design, icons and content of stationery safety signs. The requirements for a series of warning signs will be included in the standard, such as age specific warning signs, the beware of accidental consumption warning sign, product with sharp edge and/or sharp tip warning sign and stationery with small parts warning sign.

The other is the General Rules for The Migration Test of Specific Elements in Toys and Children's Products National Standard. This standard specifies the general test model for the migration of the specific elements when exposed to sweat, saliva and gastric juice caused by skin contact, licking or swallowing during the use of toys and children's products. Besides, the standardization of sampling, sample preparation and sample extraction are required and key test factors in the test model such as simulating liquid composition, pH value and migration temperature, time and frequency are also defined within the standard.

The implementation of these standards will help protect children from hazards posed by stationery, toys and children's products. The State Administration for Market Regulation and Standard Administration said that the formulation and revision of these standards would be accelerated so that these standards could be implemented as soon as possible.
