On February 4, 2025, the Ministry of Commerce (MOC) and the General Administration of Customs of China (GACC) jointly issued an announcement to impose export controls on dual-use items related to tungsten, tellurium, bismuth, molybdenum and indium. The export controls took effect immediately and the Export Control List of Dual-use Items has been updated accordingly.
For the export of the specified items in the announcement, exporters must apply for permission from the MOC in accordance with the relevant provisions of the Export Control Law of the People's Republic of China and the Regulations on Export Control of Dual-use Items.
As a leading global producer and exporter of tungsten and other dual-use items, China has consistently focused on meeting its non-proliferation and international commitments. It has implemented export controls on certain items following laws and the necessity to protect national security and interests.
