China Imposes Licensing Control on Overseas Entities Involved in Rare Earth-related Items

Overseas entities must obtain a Dual-use Item Export License from the MoC before exporting controlled rare earth-related items to relevant parties.

On October 9, 2025, the Chinese Ministry of Commerce (MoC) released the MoC Announcement No. 61 of 2025 to tighten export control of rare earth-related items with dual-use attributes. In April 2025, the MoC and the General Administration of Customs of China (GACC) jointly imposed export control on rare earth-related items for domestic organizations and individuals. The announcement this time targets overseas entities involving direct or indirect transfer or supply of controlled items of Chinese origin, either in their original form or after processing, to relevant parties.
