China Initiates Chemical Information Gathering in Key Industries

Henan and Shanghai will start chemical information gathering in key industries, and more provinces and cities are expected to follow.

On April 23, 2023, the Department of Ecology and Environment of Henan Province announced a contract worth 696,000 RMB with the North China University of Water Resources and Electric Power to conduct a survey of basic environmental information on chemical substances. The survey, which is expected to be completed by the end of 2023, will focus on gathering the following information:

  • Types, quantities, and usages of key chemicals substances that are produced or used in key industries;

  • Details regarding the production, processing and use of the target new pollutants in the national list - List of New Pollutants for Priority Management (2023) (hereinafter referred to as the National List), as well as their environmental emissions (quantities and paths) and hazard properties.

Based on the findings, Henan will develop its own List of Chemical Substances Subject to Priority Control, and a List of New Pollutants for Priority Management. This survey is part of the national plan – Action Plan for New Pollutant Treatment (hereinafter referred to as the National Plan), through which Henan aims to:

  1. Accurately control the production, processing, and environmental emissions of toxic and hazardous chemicals;

  2. Promote the effective implementation of prohibitions or restrictions on the production and use of toxic and hazardous chemicals, as well as content limits in products; and

  3. Effectively enhance regulatory capabilities of chemical substances subject to priority control and environmental risk prevention, ensuring environmental safety.

Following Henan's bid-winner announcement, Shanghai's Solid Waste and Chemical Management Center issued a tender announcement for a similar project on the same date (April 23, 2023). Bid opening started on May 4, 2023. The bidding result is expected to be made public soon.

Chemical companies and downstream users should prepare for this survey and provide accurate information on the prioritized chemicals, especially the 14 types of new pollutants in the National List.

Background

The Chinese General Office of the State Council officially released the Action Plan for New Pollutants Treatment on May 24, 2022, which vows to improve China’s new pollutants treatment capacity significantly by 2025. It stipulates that "By 2023, the first round of surveys on basic information of key chemical substances in key industries, and surveys on detailed information of the first batch of priority chemicals subject to environmental risk assessment, shall be finished".

The survey of environmental information on chemical substances is a key step in the National Plan to combat new pollutants. So far, the government tender for conducting this project only covers Henan and Shanghai. While the government tender for this project currently only covers Henan and Shanghai, it is expected that more provinces and cities in China will carry out similar projects in the near future.
