China Launched Single Window for Toxic Chemicals Import/Export

From May 16th, 2018, enterprises have to declare the import and export of toxic chemicals through the online system launched by SCC.

On May 15th, 2018, the Solid Waste and Chemical Management Center (SCC) under the former Ministry of Environmental Protection (MEP) announced on its website that it has launched an online declaration system for the import and export of toxic chemicals in China’s International Trade Single Window.

The “toxic chemicals” here means the chemicals listed in the Inventory of Severely Restricted Toxic Chemicals (2018) published by MEP, the predecessor of the Ministry of Ecology and Environment (MEE). The listed chemicals are based on and consistent with the Stockholm Convention, the Minamata Convention, and the Rotterdam Convention. They can only be imported or exported for specific uses with special authorization. It should be noted that the “toxic chemicals” in China is a different concept than “hazardous chemicals”, which refers to the chemicals listed in the Inventory of Hazardous Chemicals (2015).

The online declaration system is for the environmental management registration of these toxic chemicals. From May 16th, 2018 onwards, enterprise need to conduct the Notification for Customs Clearance for Importing/Exporting Toxic Chemicals through this system. Enterprises can access the system in the online China International Trade Single Window (http://www.singlewindow.cn/), select “standard applications”, and choose “Notification for Customs Clearance for Importing/Exporting Toxic Chemicals” under the “license and permit”, as the picture below shows.
