On Nov 21st 2017, the Chemical Department under Vietnam Ministry of Industry and Trade (MOIT) issued a notice, urging the importers of certain chemicals to create accounts at the website of Vietnam National Single Window so that they can declare the chemicals imported into Vietnam.
MOIT published a chemical decree named No. 113/2017/ND-CP and replaced Decree No. 108/2008/ND-CP in October. The decree will take effect from Nov 25th 2017. According to the decree, a total number of 1156 chemicals are subject to compulsory declaration before custom clearance. The importer of the chemicals should provide chemical purchase and sale invoices, SDS in Vietnamese, and other information to the authorities for declaration.

Now the importers could create accounts on the Vietnam National Single Window website as the above picture shows (marked with the red rectangle). But the detailed declaration procedure is still under coordination between the Department of Chemicals and the General Department of Customs.
