China MEE Approves Amendments to New Chemical Substances Management

China MEE approved the amendments of MEP Order 7. The supporting documents will be updated to align with the revised Measures.

China’s Minister of Ecology and Environment Li Ganjie approved the revision of the Measures for the Environmental Management of New Chemical Substances (MEP Order 7) at a ministerial meeting[1] on February 17, 2020.

The revised version (full text not yet published) adjusts registration types, simplifies the registration requirements, and makes the registration process easier for industry. It will optimize mechanisms for environmental management of new chemical substances and promote the green chemistry innovation in China.

It is expected to be implemented on October 15, 2020. However, the exact implementation date has not been confirmed yet as the supporting guidance and relevant registration forms need to be updated accordingly.

The MEE is also working quickly to finalize its upper Regulation on Environmental Risk Assessment and Control of Chemical Substances. The latest draft (G/TBT/N/CHN/1350[2]) was notified to the World Trade Organization in September 2019.
