1. Regular Notification
Announced on 30 July 2014, the statistics of China new chemical substances notification (China NCSN) saw 63 regular notifications, 1,559 simplified notifications and 472 scientific research record notifications approved in the first half of 2014.
The number of regular notification has grown substantially in the first half of the year, nearly reaching the sum of the previous year (72 regular notifications). Among the 63 regular notifications, 43 are of general regular notification, 4 joint notifications, 10 re-notifications for increased tonnage band, 3 repeated notifications, 2 serial notifications and 1 joint notification for the increased tonnage band.
The notified new chemical substances are separated into three environmental management categories taking into account the hazard property of the substance. The details are specified as below. Different categories correspond to different post-notification obligations.

By 2013 only 2 re-notifications for increased tonnage band were approved. The number has greatly increased in 2014. The first case is when the manufacture/importation volume exceeds the original notified volume. The second case is usually conducted as part of a China NCSN strategy. Getting approval for a lower tonnage band first and subsequently supplementing the dossier for a re-notification with a higher tonnage band is definitely more time efficient strategy than initially notifying with a higher tonnage band.
No repeat notifications were approved in 2013, while in the first half of 2014, 3 repeated notifications were approved. It should be noted that the tonnage accumulation principle applies to repeat notification.
2. Simplified Notification
As for Simplified Notification, in total 1,559 simplified notifications have been approved in the first half 2014. 249 notified through general case of simplified notification, and 1310 were notified through special case of simplified notification.

3. Scientific Research Record Notification
Totally 472 scientific research record notifications were approved in the first half of 2014. The follow-up import or manufacture of these new substances is approved in China at an annual tonnage below 0.1 t/y for the sole purpose of scientific research, or as samples used for the compulsory eco-tox testing that must be performed in a MEP-approved Chinese laboratories (so far 11 labs).
