China Restricts Export of Antimony and Related Products

It's not an outright ban. Export applications that meet the requirements will be considered.

On August 15, 2024, the Chinese Ministry of Commerce (MoC) and the General Administration of Customs of China (GACC) jointly issued Announcement No. 33 of 2024 to implement export controls on antimony and related products. The control measures will take effect on September 15, 2024.

Antimony is a non-renewable strategic mineral resource essential for military, aerospace, printing, and flame retardancy applications, making it hard to replace. It is classified as a critical mineral in short supply both domestically and internationally. In an interview with media presses, an official from the MoC said that “China is adopting international practices to implement export controls tailored to its needs, aiming to enhance national security and meet its international non-proliferation commitments”. 

According to the joint announcement, from the effective date, antimony and related products, including metal antimony, antimony hydride, antimony ore and raw materials, related technologies and equipment, etc. cannot be exported without government review and approval. The HS codes of covered items are as follows:

Export controls do not equal an outright ban. Applications that meet the requirements will be considered. To export these items, it is required to go through the following procedures.

  1. Exporters apply in advance to the MoC for an export license through provincial-level commerce departments. Relevant application documents should be submitted. 

  2. The MoC will review the export application documents upon receipt, or conduct a joint review with relevant departments, thereby making a decision to grant or deny the permit within the legally prescribed time limit. 

  3. If the application is approved after review, the MoC will issue an Export License for Dual-use Items and Technologies (i.e., the export license).

  4. Exporters go through the formalities of customs clearance with the export license. 

Notably, illegal exports will face administrative penalties imposed by the MoC or customs authorities following relevant laws and regulations.
