China Revises GB 30871 for Safety Specifications of Special Work in Hazardous Chemicals Enterprises

The amendments mainly focus on mandatory terms, applicable scope, technical standards, safety management measures, etc.

On March 15, 2022, China’s State Administration for Market Regulation (SAMR) and Standardization Administration (SAC) published the amendments of the GB 30871-2014 Safety Code of Special work in Chemical Manufactory, which is renamed as Safety Specifications of Special Work in Hazardous Chemicals Enterprises (GB 30871-2022). It will come into force on October 1, 2022.

The GB 30871-2014 which took effect on June 1, 2015, has helped effectively prevent accidents during special works. However, many problems still need to be addressed. Specifically, some clauses are not restrictive enough, some standards are prone to be misunderstood by enterprises, and some control measures need to be further improved. Therefore, the revision is necessary to enhance binding force, clarify terms and requirements, prevent and resolve major safety risks associated with special work, emphasize the responsibilities of relevant units and personnel, etc.

Below are the major amendments compared with the current effective GB 30871-2014.

l  The full text of GB 30871-2022 is mandatory, while the 2014 version is partially mandatory (only some clauses are mandatory, while the others are voluntary to follow) 

l  Expanding the applicable scope to cover enterprises that produce and operate (with storage) hazardous chemicals, as well as chemical and pharmaceutical enterprises.

l  Adding 11 technical standards as normative references. For example: GB 2894 Safety Signs and Guideline for the Use.

l  Refining and integrating specifications and guidelines for hot work, confined space work, excavation work, work in hazardous chemical sites, temporary electricity, etc. For example, adding the safety requirements for special operations in combustible and explosive dust environments.

l  Further strengthening safety management of operation process, stressing responsibilities of approvers and guardians, etc. For example, guardians are requested to wear obvious signs and work with a training certificate.
