China Revises GB Standard for Hazardous Chemicals Warehouse Storage

The revised standard introduces storage requirements for toxic chemicals, monitored chemicals, precursor chemicals and explosive precursors.

On December 29, 2022, China officially released GB 15603-2022 General Rules for the Hazardous Chemicals Warehouse Storage to replace GB 15603-1995 Rules for Storage of Chemicals Dangers. It will come into force on July 1, 2023.

As a mandatory national standard, GB 15603-2022 plays an essential role in establishing a complete and well-managed system for hazardous chemical warehouse storage in China. It mainly covers requirements for storage, loading and unloading, stacking, warehouse operation, labour protection, safety management and personnel training. Compared with GB 15603-1995, the major updates are summarized as follows:

  • Changed the name of the standard from “storage of chemical dangers” to “storage of hazardous chemicals”

  • Clarified that the planning, site selection and construction of hazardous chemical warehouses shall conform to GB 50016 and GB 18265

  • Added the requirement to establish an information management system to record daily operation data

  • Added the storage requirement for highly toxic chemicals, monitored chemicals, precursor chemicals, and explosive precursors

  • Added requirement for safety protection distance

  • Added loading and unloading, stacking requirement

  • Amended the Table of Storage compatibility of hazardous chemicals in Appendix A to introduce GHS hazard classifications
