China SCC Publicly Solicits the Information on Priority Controlled Chemicals

SCC is soliciting information from the public on the production and use status of specific usage, and the alternatives to 9 kinds of priority controlled chemicals.

On May 25th, 2021, the Solid Waste and Chemicals Management Center (SCC) under the China Ministry of Ecology and Environment (MEE) issued an announcement [1] to solicit relevant information on several kinds of priority controlled chemicals from the public, aiming to further promote the research on “One Product, One Strategy” of the priority controlled chemicals.

Priority Controlled Chemicals are the chemicals mass-produced in China and/or widely detected in the environmental media, and with a high potential environmental exposure, which exist simultaneously, are inherent hazards. The priority controlled chemicals are subject to one or more of the following control measures:

  • Environmental risk management measures such as incorporate the chemicals into pollutants inventories,

  • Review the clean producing conditions of the chemical and disclose the relevant information

  • Restrict the use or encourage alternatives of the chemical in accordance with relevant standards and alternate inventory

  • Others.

So far, China has issued two batches of forty priority control chemicals. SCC now is soliciting information from the public on the production and use status of specific usage, and the alternatives to 9 kinds of priority controlled chemicals. The inventory is shown as follows:

  1. 2,4,6-Tri-tert-butylphenol: 732-26-3, rubber antioxidant use

  2. N,N'-Bis(methylphenyl)-1,4-benzenediamine: 27417-40-9, rubber antioxidant use

  3. Pentachlorothiophenol: 133-49-3, rubber peptizer use, etc.

  4. tris(2-chloroethyl) phosphate: 115-96-8, flame retardant use

  5. Phenolisopropylatedphosphate: 68937-41-7, flame retardant use

  6. Dichloromethane: 75-09-2, use of flexible polyurethane foam foaming agent

  7. 4-(2,6-Dimethylheptyl)phenol(O and P): 25154-52-3, 84852-15-3, use except as raw material for nonylphenol polyoxyethylene ether

  8. Hexachlorocyclopentadiene: 77-47-4

  9. Mercury and mercury compounds: 7439-97-6 (Hg), 7487-94-7 (HgCl), use of calcium carbide method PVC mercuric chloride catalyst
