On 12th September 2019, Taiwan Occupational Safety and Health Authority under MoL issued a notice [1] requiring submission of additional operational information from the handling enterprises of 10 designated priority management chemicals. The additional information should be submitted through the online PRochem platform [2] before 15th November 2019. The affected chemicals are shown in Table 1.

It is reported that MoL has notified the affected enterprise by email. The email includes an operation guideline and a template. The supporting materials can also be downloaded from the PRochem platform too. Based on the template, the required additional operational information includes basic substance information and operational exposure risk. The latter part specifically contains an operation description, and information like manufacture procedure type, usage, physical state of the chemical, the concentration of hazardous components during the manufacture, dust/volatility, average daily operation time, ventilation equipment condition, personal protective equipment conditions, etc. For enterprises operating multiple listed chemicals, the information for each chemical shall be uploaded individually.
So far, Taiwan has designated 1,173 priority management chemicals, they are:
98 chemicals hazardous to person under the age of 18, or pregnant women, or a female employee who is still within her first postpartum year;
173 chemical substances of CMR, Category 1 (83 in Phase 1 [3], 90 in Phase 2 [4]); and
902 chemical substances possessing physical hazards or health hazards (420 in Phase 1, 482 in Phase 2; exceeding the corresponding maximum operation amount, which relates to the toxicity).
According to the Regulation Governing Designation and Handling of Priority Management Chemicals [5], manufacturers, importers, suppliers or employers (handlers) shall report relevant handling information for priority management chemicals to the central competent authority, including handler information, substance identity, quantity, use, exposure scenarios, etc. The information should be filed using the offline preparation tool and submitted through the PRochem platform within the permitted period based on the number of workers.
As specified in Article 8 of the regulation, the authority will dynamically adjust requirements based on all new chemical information received and could require additional operation information on priority management chemicals from handling enterprises if the risk of other chemicals requires evaluation. It means that stakeholders shall continue focusing on the MoL's notices even if they have already reported the handling information.
At last, it is worth noting that any mixtures that contain the priority management chemicals over 1% (w/w) shall be subject to the same regulations.
