China Shanghai Unveils Annual Follow-up Review of New Chemical Notification

On August 24, 2020, the Shanghai Municipal Bureau of Ecology and Environment held the Conference on Follow-up Random Inspection and Assessment of New Chemical Management of Shanghai for 2020. The annual initiative is aimed at enhancing the regulation of businesses which deal with new chemicals after issuance of new chemical notification certificates and thus controlling the environmental risks of new chemicals.

It was made clear at the conference that the focus this year will be placed on new chemical substances newly registered for regular notification or simplified notification (basic case) in Shanghai in 2019, as well as verifying the notifications made by enterprises engaged in the production, processing and import of new chemical substances according to their certificates.

For new chemicals registered for regular notification of hazardous chemical substances or hazardous chemical substances of priority environmental concern over the past five years (2015-2018) in Shanghai, their production, processing and import in 2019 will be inspected to ensure that the environmental risks of new chemicals are kept controllable.

In terms of on-site inspections, priorities will be given to records kept by enterprises, management systems, implementation of risk control measures, etc. How enterprises have worked to assume the primary responsibilities of addressing environmental and safety issues will be examined as well.
