China to Apply QR Code for Source Management of Hazardous Waste

From January 1, 2024, generation, transfer, operation and export of hazardous waste in China will be managed and supervised electronically.

China's Ministry of Ecology and Environment (MEE) released a notice to strengthen standardized environmental management on hazardous waste on November 7, 2023. The notice stresses the need to improve the standardized assessment on hazardous waste based on "14th Five-Year Work Plan" on National Standardized Environmental Management Assessment for Hazardous Waste by utilizing information technology and combine assessment results with practical administrative and regulatory measures.

Promote standardized assessment

From January 1, 2024, all assessment work shall be carried out through the Hazardous Waste Standardized Environmental Management Assessment Subsystem under the National Solid Waste Management Information System (hereinafter referred to as the National Solid Waste System).

To accelerate the reform task on strengthening the supervision and disposal capabilities of hazardous waste, it is encouraged to promote major engineering projects such as the construction of regional centralized disposal centers for special hazardous waste, and implement pilot projects such as the collection of hazardous waste from small and micro enterprises. In the meantime, illegal and unreasonable policies and regulations, like setting up administrative barriers to restrict or prohibit reasonable transfers of hazardous waste across provinces or cities should be annulled.

QR code source management

From January 1, 2024, key regulated units (annual generation of 100 tons or more hazardous waste) must generate and obtain electronic QR code for hazardous waste on the National Solid Waste System. They should also establish electronic management ledgers connected to the National Solid Waste System in real time.

Paperless hazardous waste transfer

The state is planning to implement paperless transfer of hazardous waste during the entire process. From January 1, 2024, all transferring units shall obtain an electronic transfer form for hazardous waste with a unified number on the National Solid Waste System and use the system or it apps for real-time record of transfer routes.

End-of-pipe management in electronic form

All export approval notice and business license for hazardous waste will be issued in electronic form. From January 1, 2024, exporters of hazardous waste can query and download export approval notices from the MEE service platform. License holders should establish an electronic business record book that is connected to the National Solid Waste System and report their monthly and annual operation status before 15th of each months and the end of January each year.

Strengthen application of assessment results

MEE has vowed to impose strict supervision on environmental management of hazardous waste. For any contravention on the licensing conditions, the hazardous waste business license shall be temporarily withheld or revoked in accordance with the law.
