On April 7, 2023, by GACC Announcement No. 29 of 2023, the General Administration of Customs of China (GACC) announced to roll out a new inspection mode - "Document Review + Port Inspection or Destination Inspection" for each batch of imported hazardous chemicals nationwide from April 13, 2023. The GACC will determine the operation locations and proportions to carry out inspections according to the properties and packaging types of the imported hazardous chemicals.
Background
To standardize the operational requirements for the inspection and prevent false declaration and concealment, the GACC decided to reform inspection and pilot in Shanghai first. Shanghai Customs initialized this new inspection mode for imported hazardous substances on December 1, 2022 (CL news), and Guangzhou Customs piloted it subsequently from January 16, 2023. Given the pilot experience and promising achievement, the GACC decided to roll out this new inspection mode nationwide.
Specific requirements
When declaring at customs, consignees or their agents of imported hazardous chemicals should truthfully fill in certain information via the China International Trade Single Window (a.k.a. single window), including:
Cargo attribute,
Project of inspection and quarantine,
Hazard class,
UN number,
Packaging group level,
UN markings, and
Inspection and quarantine department at the destination, etc.
Besides, declaration materials required as per GACC Announcement No. 129 of 2020 should be submitted as well, e.g.,
Declaration of Conformity for Enterprises Importing Hazardous Chemicals,
Label (excluding bulk products) and SDS, and
Information of inhibitors and stabilizers (if any).
After declaring at customs, consignees or their agents of imported hazardous substances should promptly check the inspection notice through the single window.
