China Unveils 5-Year Plan for Standardization of Emergency Management System

China is making efforts to enhance the standardization of national emergency management.

On April 26, 2022, the Chinese Ministry of Emergency Management (MEM) issued the 14th Five-year (2021-2025) Plan for Emergency Management Standardization Development1 (hereinafter referred to as the Plan). The Plan is formulated to further strengthen the standardization of emergency management system, and to promote the modernization of emergency management capacities.

In recent years, the authority has attached great importance to the standardization of emergency management in China. As of March 2022, there are a total of 1,080 emergency management standards in force that are managed by the MEM, including 500 national standards and 580 industry standards, an official from the MEM said in response to media queries.

According to the Plan, more standards, especially those that are urgently needed in fields such as safety production, fire rescue, disaster reduction and relief, and comprehensive emergency management, are going to be revised or formulated.

In regard of safety production, the priority of revision and formulation work will be given to important standards in the fields of the followings:

  • Safety of hazardous chemicals;

  • Non-ferrous metallurgy;

  • Safe production of fireworks and firecrackers;

  • Dust explosion prevention and protection;

  • Personal protective equipment; and

  • Industry and trade security, etc.

In addition, MEM will gradually convert some scientific and highly applicable local standards and group standards into national or industry standards.
