China Updates Catalogues for Goods Subject to Import and Export Licensing

On December 30, 2022, the Chinese Ministry of Commerce and the General Administration of Customs jointly published two catalogues:

  1. Catalogue for Goods Subject to Import Licensing (2023)

    It includes14 categories, covering ozone depleting substances and used mechanical and electronic products.

  2. Catalogue for Goods Subject to Export Licensing (2023)

    It includes 43 categories, covering rare earth, ozone depleting substances, disodium sulfate, silicon carbide, refined oil (excluding lubricating oil, grease, lubricating base oil), etc. *Note: Quota certificate shall be provided for the export license application of coal, crude oil, and certain refined oil products.

They took effect on January 1, 2023. At the same time, the 2021 versions were repealed.

According to relevant laws and regulations**, the authorities will jointly update catalogues of goods subject to import and export licensing annually. For listed goods, the corresponding license requires to be applied for to go through customs clearance and release procedures. Target goods can be accessed via the links provided above.
