On May 24, 2022, China’s Ministry of Industry and Information Technology and the Ministry of Public Security issued a notice, announcing the amendments to the List of Explosives for Civil Use (hereinafter referred to as the List).
To further develop the safety management of explosives, the List was revised according to the Regulation on the Safety Administration of Explosives for Civil Use. The amendments are made on Part 5 "Raw Materials" of the List. Details are as follows:
Adding "black ladder explosives (including decommissioning, dismantling and recycling)", which is limited to purchase, sales and transportation management.
Adding "Single base / double base propellant (including decommissioning, dismantling and recycling)" is added, except for the production of fireworks and firecrackers, which is limited to purchase, sales and transportation management.
Revising “Trinitrotoluene, TNT” to “Trinitrotoluene, TNT (including decommissioning, dismantling and recycling)”, which is limited to purchase, sales and transportation management.
Revising "Hexogen, RDX" to "Hexogen, RDX (including decommissioning, dismantling and recycling)", which is limited to purchase, sales and transportation management.
Revising "civil propellant" to "civil propellant (including decommissioning, dismantling and recycling)", which is limited to purchase, sales and transportation management.
Please note that civil explosives in the List shall be managed in accordance with corresponding product technical standards and comply with regulations on the transportation of dangerous goods.
