On March 19th, 2021, China National Health Commission (NHC) issued a notice to publish the Catalogue of Classified Management of Occupational Disease Hazard and Risk in Construction Projects [1], which is revised in accordance with the Law on the Prevention and Control of Occupational Diseases and the Provisions on the Administration of Occupational Health at Work Sites (ChemLinked News [2]).
The Catalogue applies to the classified supervision and management of the “Three Simultaneities” of occupational disease protection facilities for construction projects and the determination of the regular inspection frequency of occupational disease hazards in the workplace. The “Three Simultaneities” of occupational disease protection facilities for construction projects refers to the occupational disease protection facilities of the construction project and the main project shall be designed, constructed, and put into use at the same time. The details of the implementation of the “Three Simultaneities” are specified in the Provisions on the Administration of Occupational Health at Work Sites.
The industry classification in the Catalogue on the level of risk of occupational hazards in construction projects and workplaces was conducted based on the Classification Catalog of Occupational Hazards and referring to GB/T 4754-2017 Industrial classification for national economic activities. Compared with the previous version of the Catalogue, which was issued in 2012, the level “relatively severe” is deleted, and the levels “severe” and “general” are retained. For the chemical manufacturing industry, except the household chemicals manufacturing, whose risk level is “general”, the risk level of other sub-industries is “severe”. Obligations of the employers for differents levels are slao specifed in the Provisions.
It shall be noted that the actual risk level shall be determined after considering the potential risk of raw materials, production processes, and products. For a project involving different sub-industries, the risk level shall be determined in accordance with the severer one. According to actual conditions, the provincial administrations of health may supplement the Catalogue.
