On 1 Apr 2017, the SCC-MEP launched the newly developed online “chemical test data quality management system”. Testing institutes with intentions to provide eco-toxicological testing data for China new chemical notification (China NCSN) can fill in relevant information through this system to be eligible for inclusion on the online management platform.
According to China MEP’s announcement of 28 Dec 2016, the current evaluation and approval system for eco-toxicological testing institutes qualified for data generation for China new chemical notification was abolished from 1 Apr 2017 (CL news). SCC-MEP will from then on only accept testing data generated by institutes published on the SCC website. In order to facilitate information disclosure, the SCC has developed the new system.
To be listed on the platform, the institutes are obliged to meet the corresponding criteria. In addition to the qualification of China Metrology Accreditation (CMA), a self-declaration of GLP conformity should be prepared in advance. The basic information of the institute, eco-toxicological testing capacities, the area of the institute, devices related to eco-toxicological testing, qualifications obtained, staff arrangement etc. should be filled in through the system.
Currently there are four institutes published on the platform, of which three are previous MEP-GLP approved institutes and the other one is new. Since the system was just launched, there may be some delay while institutes prepare relevant documentation. The test items already entrusted to the previous MEP-GLP approved 13 institutes will not be affected. However, potential notifiers of China new chemical substances in the future should only choose institutes from those already listed on the platform. The individual capacities of each institute vary and all notifiers should pay special attention to these differences.
