On Aug 20th, 2018, Chinese Ministry of Ecology and Environment (MEE) issued a notice, updating the format of 3 documents related to the pollutants emission permit system:
Letter of commitment. The new format contains more commitment contents than the previous version. For example, the enterprise has to promise that the plant is not located in areas where construction is prohibited; that the plant doesn’t adopt the production techniques and equipment that are required to be phased out, etc.
Application form of the permit. The new format improves the contents about the flow direction of the waste water inside the plant, and adds the report information and monitoring requirements of rainwater discharge outlets.
The permit itself. On the new version of the pollutants emission permit, the logo of former Ministry of Environmental Protection (MEP) is replaced by the new logo of MEE.
With the issuance of this notice and new format of the documents, the previous Provisional Regulations on Pollutants Emission Permit published in late 2016 has been repealed.
