The first round of chemical substances registration in Colombia will draw an end on May 30, 2025. Businesses must complete registration of substances produced or imported from 2021-2023 by this deadline, which will contribute to forming the first National Inventory of Chemical Substances for Industrial Use.
On November 30, 2021, Ministry of Environment of Colombia released the Decree 1630 of 2021, which establishes a comprehensive framework for management of chemical substances for industrial use, including their risk management. The promulgation of this regulation represents a step forward for Colombia to establish its own REACH-like regulation.
As per the Decree 1630/2021, manufacturer or importer of hazardous substances or components of hazardous substances in mixtures for industrial uses in quantities above 100kg/yr shall register on the online portal. Foreign manufacturers should appoint representatives outside of Colombia (also referred to as REE) or seek assistance from local importers to fulfill this obligation.
In 2022, Colombia’s Ministry of Commerce has launched the online portal for registration of industrial substance (also known as RSQUI). The following information is required to be submitted:
Identification data of the manufacturer or importer of the chemical substance;
Annual production or import quantity of the chemical substance;
Identification of the chemical substance, including CAS number;
GHS Hazard classification;
Identified uses.
The registration is scheduled as follows:
By May 30, 2025, register industrial hazardous substances or components of industrial hazardous substances in mixtures produced and imported at ≥100 kg between 2021-2023
On June 1, 2025, publish the National Inventory of Chemical Substances for Industrial Use
By September 30, 2025, update the registration information for 2024
2026 and beyond, update the registration information for the previous year

Substances regulated by existing regulations (e.g. pharmaceuticals and cosmetics)
UVCB substances
Articles
Impurities
Substances of natural origin that have not been chemically modified
Substances produced by exposure to environmental factors (air, humidity, sunlight, microorganisms)
Substances produced by chemical reactions that are not intended for production, import, or sale
By-products that have not yet been imported or sold
Hydrates
Polymers, including monomers and other additives
Substances subject to customs control
Non-isolated intermediates
Substances without commercial value
